Wanting to paint up My army of the dead from lotr, I need help on how to get the murky blue, green color on them

Dry brush white silver mix or a grey
Green / blue wash making sure to paint this onto the silver highlight

This should have the desired effect

Do you only want to use GW paints?

Because those were done using the "old" paints, and I think they've added some new paints which should make it easier for you to duplicate that general appearance.

Well, if it were me I would go with this "darker" look, with a green-blue appearance to it you can use:
Incubi Darkness as the base.
Kabalite Green as the first layer color.
Sybarite Green as the next layer color.
And then finally, use Moot Green as the final layer color.
For shading, you would use Coelia Greenshade and potentially Biel-Tan Green.

This is good advice. A mix of layers and washes will provide a very cool effect and make for some great models.

This is not so good advice. Drybrushing over black then doing a wash will just look like some slightly tinted drybrushing over black, as black doesn't really take on color from washes at all.

Now, you can do a mixture of the above techniques and use drybrushing and layering/washing to good effect, however. You could start with a very pale green or even white from a basecoat, wash the model, then drybrush over it with white and wash it again. You can actually keep doing this until your colors are as dark as you'd like.

I paint my ghosts with white basecoat, green wash (I still use Thraka Green), then a bit drybrushing with Hellion Green. Done. Gives a nice glow effect.

Start with black, gradually drybrush through grey up to white as you get to the head leaving the feet pure black. Then simply wash it green, blue or both green and blue.

A sort of "cheating way" is to prime black then give it a quick spray of white from the top. Carefully as to not do more than get the same gradient you'd get from the grey through to the white. Then to wash.
