I'd still give him powers. For one the rules state that you have to and secondly you may find yourself in a situation where you prefer the Rune Priests powers to Divination.

Drop the Power Axe and the Power Sword, that's what the Wolf Guard are for. Also, give them Wolf Standards.

That's a lot of Wolf Guard you have there. Personally I'd just take them to put into the Grey Hunters Squads. So I'd drop both of them and just take a squad of 5 kitted out with whatever you fancy to go in the GH squads.

That's a lot of points. I wouldn't take full Lascannons. From a purely competitive standpoint I'd drop this squad...

...and this one, and pick up 3 packs of 5 Long Fangs with 4 Missile Launchers each.

This list would have done quite well for itself a few months ago.
Against flyers you have issues.
You just have too many upgrades.
Rhino, mark, standard, powersword, melta as 8 grey hunters and then a wolf guard with fist and combimelta. This still works but can be too many upgrades. Plus you have to be more defensive with the squad, as charging from the rhino is no longer cool.
Then in a razorback I would only give them a melta. 5 guys do not deserve so many points on them, they are not hardy enough. Also they can not shoot out of the razorback.
The TLlas or TL autcannon seem to be the best at knocking flyers out of the sky, whilst reasonable turrets in their own right.
I would be happy enough with your HQs and heavies.
I would probably take the chooser if taking the lightning power.
Mentioned wolfguard all ready.
Not sure how you expect termies to get into the action. I would give them some power armour models(they can be good filler, reduce the price of the squad and then look out sir means you can put wounds on to them when feeling mean) then you should have 10 wolfguard before taking leaders so you can have 2 CMLs or 2 assault cannons. I would drop pod 2 assault cannon termies, or just foot slog with 2 CMLs.
Even then this isn't the best unit, you bring more long fangs instead.
I would bring an ADL with quadgun. Longfangs can hide behind it and it gives you a bit of antiflyer.
Wolf scouts as snipers are pretty bad. vanilla or BA scouts are better. If you want snipers bring them as allies, it is a pretty straight forward switch.
Actually eldar path finders would probably be better still.

The big issue is what you want to do with the wolf guard.
If you don't attach to your grey hunters...
10 Grey Hunters- 2x Melta Gun, Mark of Wulfen, Standard in Drop Pod
10 Grey Hunters: 2 x Plasma Gun, Mark and Standard in Rhino
10 Grey Hunters: 2 x Plasma Gun, Mark and Standard in Rhino
10 Grey Hunters: 2 x Plasma Gun, Mark and Standard in Rhino
Take your two Las/Plas razorbacks and give them to you two
Long Fangs. Also Then add the extra heavy weapon - To reduce the cost.. Lose 1 Las Cannon for 2 MM. Add a missile launcher to the 2nd squad.
I know this is spamming but I would drop the snipers for the 3rd longfangs - I don't care if it is a sgt + 5 heavy bolters. It is going to do a lot more than the snipers will.
I went with mark of the wulfen rather than a power weapon as I think it is more effective especially in conjunction with the standard.
Now if you want to add the wolfguard to each squad, then give them the powerweapon/axe/frostblade/powerfist/wolfclaw and just add one to each greyhunter. Obviously the grey hunters are going to lose their 2nd plasma or melta.
I would add the aegis defense line and let a rune priest man the quad gun with the long fangs arrayed around it.
If you can, get the wolfguard drop pods and give them all combi-meltas... (If you are going to keep them separate.)
First turn you can drop in the drop pod and melt a tank. It may die but it should allow your rhinos to approach relatively safely.
Meanwhile the 3 long fangs can soften up the enemy.
140 6 Long Fangs with 5 ML
115 6 Long Fangs with 5 HB
175 6 Long Fangs with 3 LC and 2 MM
