Do you still need to roll 2D6 when moving on the same level of cover within a ruin?

Yes. A ruin is difficult terrain from one side to the other.

That's just nuts as the same floor is tiles with ruins. I guess you can get tripped up on the grout in between the tiles?

It's not too hard to imagine broken furniture, loose wires and bits of masonry littering the floors, even though they aren't depicted on the model.

The same as with forests (at least our forests): the base is clear for ease of movement, but we imagine it to be full of branches, tall grass and such.

This, in a nutshell.

If we modelled our ruins to look like actual battlefield ruins, you would never be able to stand models on them.

Well 40k logic does not always equate to real world logic on occasions they do cross paths. I have seen a lot of different ruins models and a lot seem to have a design that would force someone moving on them to be very careful or fall several stories if it were an actual ruins.

Battle Ruins I have seen are pretty cool, they basically have lots of rubble and most of the time it would cause your models to have wobbly model syndrome~
