My only thoughts were what is the librarian doing, and who is shooting the quad gun? I suspect that you will want to combat squad one of the tacs, leave half on the gun, stick the Lib with the other and go out for objectives. In which case a razorback might be a better choice. Not a whole lot of space to shave points though to pay for it. You could switch one squad to MM/M, which would give you a way to deal with AV14, and points for the razor upgrade.

I would think about razorbacks, even TLheavy bolters+meltagun will probably be better for you than a plasma gun.

I would say it is a reasonable list given it is a horrible points total for marines.
