Hi, as a Thousand Sons player I'd rate this list 7. Here's why:
Mephiston is a hard nut to crack, and is a higher ML than most of my Troops psykers. His toughness and 2+ save combined with my lack of heavy weapons fire means that he will likely survive until he gets into combat where I can ignore his armor.
Dante makes Guard Troops of course, and my Ap3 would be wasted on their armor. It's imperative that you have 3+ Troops units in 6th Ed and you potentially have 5. Good move.
Baals are best taken in pairs, and so are Vindicators. If you could get a 2nd Vindicator, I'd go 8 for a score, but unfortunately you'd have to drop something for 145pts! Damn.
Now onto why I don't think it can be a 9 or 10:
Most armies (certainly not me) can shoot Mephiston down. Librarians can do just as good as he can now that characters can hide from Fists easily, and can usually help with shutting down powers just as much. With Eldar and DE Allies, you'll see twice as many Eldar/Deldar having Runes of Warding. Once he can't cast, he is useless. I feel that another Assault Squad would be great IF you ever traded him out. And, call me crazy, how about a cheap tactical squad on foot with a ML and Plasma Gun? Maybe you can squeeze in a Libby then.
Most people (SW and CSM) are squeezing as much plasma as possible in now that you can just walk and shoot 'em. I see plasma hurting this list, though I'm not sure what opponents are in your area.
To sum it all up, this is a list I'd take to a GT!
