I have a Highlander Galwegian that I would like to use as a Highlander Grey.
The thing is the model I own has ARM 1 and the one I'd like to proxy has ARM 3.
Would you let it pass ? What's your opinion on this ?

Maybe he's wearing an armoured skirt.
Or just Plot armour.
It's a dude in a skirt. Most players wouldn't know the difference between Hamish in a skirt with A3 or Dougal over there in another skirt with A1 anyway.

Usually, the biggest problem with proxies lies in other similar models nearby confusing things.
The Highlander Galwegians all look similar with bare legs and a chunk of ceramic plate on their chest. So long as you don't run other similarly-painted Galwegians and tell me their stats are dynamically different, there's no problem whatsoever.
Good to know people are cool with that =P
And yeah, it will probably be the only dude with a shotgun and a skirt (other than the 2 light shotguns from starter pack) and they will both have the same stats
