Try Copplestone castings, eM-4 for the old Grenadier Future Warriors line (90s cyberpunk-y stuff), Reaper, Wargames Foundry and/or Heresy or Hasslefree minis.
some samples.

Copplestone castings: Men in black.

Reaper: Tasker, henchman. 50109

Wargames Foundry: Juno's Crew (under fantasy/Street violence)

em-4 suit

I'm OVER 50 (and so far over everyone's BS, too).

How well do the 20 mm copplestone minis hold up to 40k miniatures?

They're 28mm. NOT 20mm.
Just like the em-4 ones (most of them ALSO by him, back in the 90s).

The em-4 versions are designed to fit slottabases - the current Copplestone set have an integral base around the feet.

Both scale fine compared to GW.

EM4 is great as mentioned.

Also check out heroxlix. There are alot of folks in civilian clothes and they're quite cheap. They are slightly taller than some 40k minis, but not so much that they can't be used.

Mega minis also has some civies.

The "Lead Bones" line from recreational conflict has alot of cives as well avaialble individually or in packs. Many of which come with both civilian and unarmed arm sets.

I have their hazmat figs and they are like the Heroclix. A touch taller than 40k , but look fine along side them.
