Can't you just choose one, if neither are blast?

Looks like it's player choice which to use. So heavy would be the way to go for more shots.

I assume you mean Movement phase, but you can Snap Fire a Heavy weapon regardless of if you moved or not. So if you are forced to Snap Fire, such as when firing in Overwatch or when shooting at Flyers, it's best to pick the Heavy setting even if you moved.
