It isn't too bad at all. I would definitely suggest writing lists to see where you to go, though this assumes you haven't models already.
In fact I would suggest writing 1500 points instead as it is easier to make a balanced list.
Also read your FAQ off the GW website.

librarian is good set up.[ but can only foot slog, drop pod or landraider around, which is an obvious limitation when thinking about lists in general.]

Tactical squad really doesn't want a fist, the serg. is bound to called out for a challenge where he can die before hitting back. In fact I would go bolter+pistol, if you get into cc: try to lose combat and then combat tactic out of there and regroup and rapid fire the offending unit.
Then really need some form of transportation.

Scout squad is an awesome set up.

Terminators are all right. Their weapons are really short ranged. I have to assume you plan to gate them around, which is a reasonable idea. Shooty terminators are a good choice at lower points as they are flexible and it is hard for the enemy to deal with. Higher points these guys should be gathering dust I am afraid.
The other point to mention is that deathwing allies would be better.

Dreadnought again is a little short ranged, it should be all right at low points as tables tend to be smaller. If not give it a drop pod, if drop podding I would usually prefer a MM but assault cannons are cool.

Techmarines have different bolster ruin rules right now !?!
Point this out to anyone you're playing or disagrees.
They are not worth it. They can be made to work, but that is a dull topic. I would maybe even take one as an ally instead.
The exception is the thunderfire cannon which is cool, also Master of the forge is a HQ that can be useful.
Techmarine on a bike can be vaguely useful, this gives a strange boost to biker squads.
Techmarine with servitors can be a strange but effective unit to put in a landraider, though this more of a joke than anything.

Next thing I would buy is a razorback. They sit with dreads well, in a slow rolling mech wall. You marines deserve this.
This would be better than a techmarine, for example.

If you could save 85 points then an ADL with some gun would be worth it, you can hide behind it and shoot things. Drop fist and a couple of scouts.

I would prefer 2TLautocannon dread but that is mostly just about range.

Hopefully some of that was useful

Vanilla Marine Techmarines can only boost ruins at the moment. I'd suggest just dropping it entirely.

Drop a Scout.

Get an Aegis line w/ Icarus Lascannon (88pts - 85pts 3pts left over)

Put Telion behind the Lascannon and cackle as you snipe enemy characters at 1000pts.

Change the Power Fist to a Power Sword. Or just the special weapon all together, since you don't have a ride.

I'm assuming you've already built your Terminators, but, in the future, consider taking a Cyclone Missile Launcher. Same amount of points as an Assault Cannon, but can be fired as blast templates against weak swarms, or as Krak Missiles to take on tanks or monstrous creatures (or even characters).

When you boost up to 1500pts, a few things to consider are:

A ride for your tactical marines. Generally, getting a Rhino to bring your marines around is a good thing. However, if you do buy a Rhino, make sure to buy the Razorback kit. It gives you more options, and if you want to switch to a Razorback down the road, you can. I suggest building the Lascannon

A second tactical squad; some people like having 3 Troop Choices for 1500pt games, some don't. 3 Troop Choices give you a lot of flexibility to take objectives in 5/6 of the games. However, It eats into the Elite options that you could be buying instead.

Autocannon Dreadnought arms. GW currently doesn't sell any, but there are some good choices out there. These are what I used, for example: http://www.ebay.com/itm/Flak-Cannon-Alternative-Autocannon-for-Dreadnought-/290674718658?pt=LH_DefaultDomain_0&hash=item43ad9037c2 Autocannon Dreadnought Arms give you some 48" anti-light vehicle firepower. A+ in my book!

Is there a permanent stickied thread for Chaos players to complain every time someone/anyone gets models or rules besides them? If not, there should be.
