In 6th you can choose at the start of battle what power pool you want to roll from (giving within reason some degree of flexibility against opponents), does this extend to librarians using codex powers? or are they still stuck using the same powers every game in a tournament setting?

You choose powers as normal. At the beginning of the game you choose to tool or not.

So I can have my base powers (lets say Sheild and Blood Lance) and if I get to a game where they wont work at all (lets say a horde of Ork Boyz) I can choose to roll from the power pools in the book?

And you can even roll on different pools for each of you'r powers.
Keep in mind though that if you switch one power from the pools you must switch them all.

Well, technically you have to roll, but you can always choose to have the Primaris power instead of the result you rolled.
