Under falling back it says Psykers can continue to shoot(use) psychic shooting attacks.
However under blessings it says they are used at the beginning of the psykers movement phase.
But a test to regroup whilst falling back is also taken "during the units movement phase" (if I've quoted that correctly).
What is the correct order here? If the psyker regroups first he cannot use the blessing? But can he use the blessing first (specific example is iron arm) before a regroup test?

Erm, if the BRB says only psychic shooting attacks for falling back, I see it as he can't use the power until after he has regrouped. I would say he can't use the power until next turn

You would do the Psychic power first as that is done at the beginning of the Movement phase. Regroup tests are right before you move the unit.
