I got some very nice feedback regarding my Space Marine Scouts a few months ago, along with some requests to show how I painted the camo cloaks. Sorry it took me so long to get around to creating the tutorial!
So what does the finished product look like? Something like this...

And what will you need to replicate this?
Two Citadel colors: Skull White and Badab Black Wash
Additional greys would certainly help, but all the shades seen on my camo cloaks are simply different mixes of Badab Black wash and Skull White.
How is it done?
My Scouts are primed in black, so I start by drybrushing the cloak, mostly to highlight the exposed edges. I use a relatively dark shade of grey for this, as the camo will be done in lighter shades. Consistency in shade and highlighting isn't important, as a varied grey will suggest that the camo is actively shifting. I then go back with straight Badab black wash and darken the recesses. I have no photos of the process for this, but I hope this gives you an idea of what I go for:

Note: In the photo above I have already started the stippling that will be the camo pattern.
Once the cloak has been drybrushed and shaded, it's time to begin the stippling. Though it might look like digital camo from a distance, it more closely resembles German flecktarn camo or multicam.

Notice in each pattern the prevalence of small oval shaped dots. This is the general shape we are aiming for when we stipple the camo on, forming shapes using clumps of the dots.
When stippling, I start with a shade of grey slightly lighter than the highlighting on the cloak, but not as bright as I plan to go (ie. darker shades first). I've found that creating diagonal slashes of camo gives me my best results. Hopefully you can see from the photos above that I generally follow a horizontal line while stippling in the camo, and that I'm not too picky about maintaining the shade that I'm working on. After a few passes with grey, I move to lighter shades, ending on a slightly off white. Once the camo is done, I go back and shade the recesses once more with Badab black.
