There are a few ways you can go with this, do you want magic heavy or combat heavy? Do you want your core to be hordes of terrible things (zombies and skeletons) or something which is expensive but can actually do something (ghouls)?

Oh, I certainly vote with my dollar, but the problem is that that is not enough. The problem with the 'vote with your dollar' response is that it doesn't take into account why we're not buying the product. I want to enjoy 40k enough to buy back in. It was my introduction to traditional games, and there was a time when I enjoyed it very much. I want to buy 40k, but Gamesworkshop is doing their very best to push me away, and simply not buying their product won't tell them that.

Where the sun crosses the field of blood.

Do you want...
(Your Lord).
A cheap-ish wizard with no combat ability? Necromancer.
A god-expensive slaughterer with barely any magical skills? Vampire combat lord.
A god-expensive combat Lord that also is rather bestial? Strigoi Ghoul King.
A great wizard with combat potential? Vampire wizard.

Heroes.
More magical support for your army? Necromancer.
Expensive, killy hero for combat resolution? Vampire.
Cheap hero for combat resolution? Cairn Wraith.
Extra survivable hero best suited as a BSB? Wight King.
Hero that... sometimes kill a lot of enemies in the shooting phase? Banshee.

For games below 1000 points I'd say use a necromancer or two for magic capability. Over 1000 points I'd use a combination of necromancers and vampires with maybe a Wight King. A unit of zombies as a bunker for your necromancer is a good way to go as they are cheep, will keep him protected and the unit will grow with invocation of Nehek. Gouls are good because they have two poisoned attacks each and have 1 extra point of toughness over skeletons, however, skeletons have some armour and are cheeper points-wise. Grave guard and Black Knights are good units to take as they both have killing blow. Wolves are good for re-directing.

“Because we couldn’t be trusted. The Emperor needed a weapon that would never obey its own desires before those of the Imperium. He needed a weapon that would never bite the hand that feeds. The World Eaters were not that weapon. We’ve all drawn blades purely for the sake of shedding blood, and we’ve all felt the exultation of winning a war that never even needed to happen. We are not the tame, reliable pets that the Emperor wanted. The Wolves obey, when we would not. The Wolves can be trusted, when we never could. They have a discipline we lack, because their passions are not aflame with the Butcher’s Nails buzzing in the back of their skulls.
The Wolves will always come to heel when called. In that regard, it is a mystery why they name themselves wolves. They are tame, collared by the Emperor, obeying his every whim. But a wolf doesn’t behave that way. Only a dog does.
That is why we are the Eaters of Worlds, and the War Hounds no longer."

1) Def get grave guard horde at least 40 with great weapons! Combi ghouls and skele hordes for core. Zombies suck. I go 2500 with dual lords vamp and necro.
2) get 2 terrorgheists
Your lord should compliment the rest. Dark majesty, red fury, quickblood should do nicely.
If you want to do heavy magic go with necros ( not very effective imo).
Close combat the vamps are awesome and more reliable than magic phases. I hate the winds of magic they are fickle and unreliable. We just dont have the dominance like we used to.
If your bent on using good magic, lizardmen and high elves, daemons can dominate the magic phase more so than vamps

All the advice here is pretty solid.
I take a level 4 combat Vamp lord, a combat vamp hero and two level 1 necromancers.
