So I own the aobr boxed set and trying to grab a few more things to make it playable at 1000pts.

Captain sicarius

Dreadnaught, close combat weapon, melta
9tac marines, ml, flamed, Sgt with chainsword and pistol
4 terminators 1 sgt

That's from set so I cant really swap loadouts

Planning on buying:

1 set of tacs
2 razorback kits to make 2 rhinos

Before I spend money I wanted to see what more experienced players think.

Ill mainly play against my buddy who runs ig with 2 Russes, psykers, several heavy weapon teams, and a command squad with a munition officer.

ML are fine for a basic force. Flamers are passable but not my first choice.

At 1000 points, you don't really need vehicles. They are nice but limited.

Since your buddy runs IG, I would recommend a predator that you outfit with AC and 2 LC sponsons. Also get 2 boxes of devastators. This gives you all the options to outfit a devastator squad. As I recall each box gives you 5 marines, 2 x HB, 2 x LC, 2 x PC, 2 x MM and 1x ML. You can save these for later but I would make 2 lascannons and 2 ML. Switch out the lascannons into your tactical squads and combined your 4 ML into the devastator squad.

You can make the other 6 with bolters. This gives you

2 x Tacticals
1 x Devastator
1 x Dreadnought MM
1 x Terminator squad
1 x Predator

If you combat squad all of them, that gives you 5 units that can affect his russes. Another option is to go to ebay and get combi-meltas and you make 5 of them up as sternguard.

Now just another thought, 2 drop pods. The dreadnought and sternguard are nasty things to drop in next to a lehman russ.

Devastators are pricey but at 1000 points, they are the cheapest way to get you there. After some time, they can be switched out to other tacticals or to provide options for a devastator squad.

Or, for Vehicle busting ( you'll struggle against 2 Leman Russes with the list you've got) you could bring a Deepstriking Land Speeder with Multi Melta.

Or an outflanking Land Speeder Storm with a combi-melta Scout Sergeant inside and a Multi-Melta on the Speeder itself.

Or a Drop Pod for the Dreadnaught, to drop it close to the tanks and Multimelta them.

Tactical squad or sniper scouts are needed for an extra troop.
You need 1HQ and 2 troops.
Then razorbacks are pretty good idea.
This will keep you going for small battles.
In general I would plan 1500 point list to work towards. There are so many options available to codex:space marines but you need make sure they work together nicely.

I have to say hold fire.
Wait for the new box set. It is coming in a matter of months.
It will based on Dark Angels but it should be adjustable to make vanilla marines.

It will give you template, dice, and rulebook. Also some chaos units which you can sell or let friends play with.

We should have some solid info on the new box in a week or so. You might be able to get some stuff cheep from that, so I would wait a little bit. That said, you can always use more bolter marines and a pair of rhinos/razorbacks will serve you well.

A dev box is a great idea. One gives you more options then you can use, so paired with a tac squad box will give you all the heavy weapons you need until your army gets quite large.

At some point, your AoBR dread, with his fixed MM, is going to want a drop pod.

Land Speeders are wonderfully versatile, and can be kitted out for a number of roles.

There are new army lists posted here almost every day by people looking for advice. All of them are different, but (almost) all of them are viable. Maybe not tournament winning, but capable of a good fight and a fun game. Everything in the codex can be put to good use. Some are better then others, but there are very few "bad" choices. So what is your play style? What is your goal? What chapter are you playing? What is your budget?

<insert magnet advice here>

As a generic roadmap:
Tac box
Dev box
Razorback (x2 eventually)
Sniper scout box
Land speeder (x2 eventually)
Predator (Magnetize it, it's worth the effort)

1. A dreadnought will (almost) ALWAYS work with an army, especially with what choices he can have.
2. Considering Sicarius's points cost, I wouldn't take him to a game smaller than 1250, instead Librarians or Captains are viable.
3.Terminators MAY work in a small list (dunno, don't really use them myself).
4. Don't glue the Rhino/Razor's roof on, but instead build the turret and change the loadout for the vehicle depending on what you use.

If my advice was helpful, I'd be glad.
