i know your not allowed to proxy, but if 4 out of 5 lych guard had dispersion shields and hyperphase swords, could i make one with a warscythe and a dispersion shield, and say its just for show???? and he actually has a hyper phase sword (not using him in tournaments, defo wouldnt get away with that) just wanted to make one diffrent from the others

If you don't mind telling each and every opponent that "this warscythe counts as a hyperphase sword" forever, fine. But a better solution would be to convert the weapon to look more swordlike and less scythelike, so it's just a unique hyperphase sword and can't cause confusion and arguments.

the problem is one of the rules at my gamesworkshop is no proxy models, i was wondering since somone there made a tau fire warrior with two pulse rifles and a chain rifle (replaced a pulsefire barrel with a chainsword) and the fact that unit coherency comes in play....

I'm also on the side of making a unique looking hyperphase sword rather than using the war scythe. If you're looking at a strict no proxying rule then why chance fate when you could kitbash an elegant looking sword that is still definitively a sword and thus avoid a headache completely. Last thing I'd want is to advise you make a scythe and then get told you cant run it in any games essentially making your unit unworkable (only being able to run 4 models when minimum size is 5)

well i made a model that was effectively a half demon prince chaos space marine and it was fine, apart from not being based... , it's not massive proxying tbh, its minor compared to, you see this penny, it aint a penny, its a warlord class titan, all it is, is for show, and im sure they'll allow it

Seeing as the rules are specific for your store, you need to ask them, not us. As for a fully GW model having the wrong weapon compared to your list, I doubt they'd call that proxying, it's just not WYSIWYG (what you see is what you get).

Proxying is when you put a coke can on the table and call it a drop pod... or use smurfs as ultramarines.
