Good, solid, all around list.

I might do things a little diferent, but mostly due to being WYSWYG and the models I own.

Pretty good. I'd make sure the combi-weapons on the sternguard were combi-meltas for some solid anti-tank duty. As my friend runs it against me I can say with confidence that lysander in a pod with sternguard is just devstating as you have to deal with that unit ASAP.

I'd also give the scouts sniper rifles with their current kit (and I assume tellion is there to man the quad-gun).

I really dislike Lysander but whatever floats your boat.

I think you would be better off with razorbacks than rhinos. You have an ADL to die the combat squads behind. Then they work well with the pred and gunline approach.

I would usually suggest taking 10 sternguard so you can combat squad, but I guess with Lysander there, that is not your plan.
Lysander TLs their bolters, meaning you get a third more hits.
A cheaper way to get more than a third more hits would be to take 3 more sternguard.
