Would it be possible to make a forum that is based on the fluff of that respective game. This forum would be the place for fluffy list and ideas. Actually this is kinda like background but with the lists, can I put lists in background?

You can just put the list into the respective Army List forum of that particular game and specify that it is a 'fluffy' list if necessary (this may take some repetition, as you will ineveitable be recommended to use netlists, but you should be able to get some fluffy comments as well....).

Otherwise, yes, fluffy questions tend to go in the Background Forum of the respective game...
