In your squads, doing the chainsword tango

Noise marines are sort of versatile. You can for example make an assaulty squad-
Champ w/ Doom siren, P. sword
Blastmaster

I5 makes you strike before marines, and the doomsiren and powersword cut through MEQ armor. The blastmaster takes potshots of opportunity and can be fired prior to assault. Whilst this squad is decently versatile and chews up tac squads, it was alot better in 5th.

Or the shooty squad-
Blastmaster
as many sonic blasters as you feel necessary
Its hard =\ the sonic blasters can put out alot of fire, but are they really worth the points? Not really (it makes them more expensive than the arguably better plague marine for example), but they do make for a fun fluffy squad. I wouldn't deck them all out in SB's, maybe 3-4?

The best tactic however, is Patience. Also known as "Just wait another ing month for the new codex "
