Your list is a little all over the place. Vanilla marines tend to be at low points.
If you want a biker army get more bikers. The ravenwing box set is a good source. Also Telion is awesome.
You are going to have problems with flyers. Get an ADL with quadgun.
Additions later:
Give the captain a relic blade and meltabombs, do you have storm shield lying around? This is firstly just a good set up but then just makes him flexible which is what you need for both low point marine armies and in tournament play. (you can split off and be awesome if needs be, challenge units or meltabomb mech.)
Scouts need camo cloaks.
I would give the tac. serg. melta bombs, pistol, bolter. As with a fist he is going to die in challenges. Else go for a powersword if you need to spend the points. What you actually want to do is lose combat by the smallest margin, combat tactic out of there, then regroup and fire with everything you have on the offending enemy unit.
I would bring LCs on the assault termies. 2+ is already hardy, and the extra attacks and the higher initiative are needed normally.
I would give the dread a heavy flamer. It is just a useful upgrade as flamers are cool.
The crux of your list is the raider and assault termies. This is a deathstar unit. If the enemy can eliminate this threat then they are fine, otherwise 5 assault termies make a mess if they can get into combat.
The issue is, like the deathstar, they can all too easily die with not much gain.
This is the risk of your current list. I think I would go for it.
Otherwise take it out and replace with your other models. Drop pods with bikers and scouts can be pretty good.
