In the various IA books there are stamps for models that are permissible in non-apocalypse 40K games, however as with all of forge worlds book there is the disclaimer that says that your opponent may not be familiar with the rules/model and that you should ask there permission before fielding a forge world unit (or something to this effect).

Tournaments have seemed to shy away from including various forge world units to date but I would hazard a guess that your TO was referencing those units that have the 40K stamp of approval in the appropriate Imperial Armour books.
