I want to make this a fun army, not necessarily competitive. Here are my thoughts:
Marneus Calgar (OB + 24" AP2 Bolters) 250
Sternguard Squad x7 2 PC 220
Termie Squad x10 2 ML 460
Dev Squad 4x ML 150
Vindicator 115
Thunderfire Cannon for behind the FoR 100
Scouts x10 1ML, Telion 200 combat squads
Tac Squad x10 1 melta 1 ML Rhino 210
Fortress w/Krakstorm and 4x heavy bolters
Snipers on the heavy bolters with telion on the krakstorm
Pretty much everything I can get in the Fortress to shoot away.
1995 points.
I typically play a BA army with lots of heavy:
1 vindicator
dev squad
Bastion
Land speeder
Baal pred
I am sure I have some work to do, but it seems like it could be a fun list. Thoughts?

The fortress has 4 segments. You should be creative in your modelling with where doors and hatches are is important, also make it so the missile silo can see, or has some scannery bit that can see the battlefield.
Big bit
Pointless bit.
Missile silo.
Lascannon bit.
Silo's shooting part can not see the battlefield usually, so has to shoot indirectly :( . Then krak storm with BS4 is good enough and the barrage rules means you can target whatever models you want by centring the template on them.
I am saying most of the time you do not want Telion to use it, but it will vary between battles.
Telion on the lascannon to me makes more sense. It is TL and ap2, it is pretty cool.
The dev. squad may be good on krak storm, they get a BS5 shot using the signum. Their missiles will mix well with the krak storm.
Thunder fire cannon may as well go in the fortress. If you have space.
If you are putting a tac. squad in a section. Why not combat squad, give one combat squad, including the serg. the 4 heavy bolters, then the other squad a lascannon. This increases their killiness for only a few points.
Sternguard have good bolters and you replaced 2 with weapons that can kill them :(
If you must take sternguard in the fortress, maybe bring 2 lascannons or 2 missile launchers. Otherwise trust in their bolters.
BA would do all this better, they have cheaper dev. squads with FNP everywhere.
I think the fortress can be used very well but I think you are trying to bring fun and not fully trying to build around the fortress. For example, what is Calgar doing?

I was on the fence about the plasma cannons on the sternguard, but I think you are right and I will pull them out. I will put the tac squad like you said and give the stern a rhino.
Calgar was for the orbital bombardment and his AP2 bolters. Typically my opponent runs 10 assault termies out in the open, which is a reason for the OB. I thought about taking a diff HQ making the stern scorers....
Dev squad on missile launcher is a great idea. Telion on lascannon another one, both of those are done.
I will put the cannon on the fortress and not combat squad the scouts so they can take advantage of the +1 cover save from Telion.

A drop pod might be a good option to get a tac squad to an objective to try to win. One of the problems with literaly bunkering up, is seizing objectives to win. If you only have one rhino racing out, it's dead meat. Try to fit 2 pods into your list. One for first turn disruption, the other for a late grab. From a fluff/theme standpoint, it would be nice if you deep struck everyone who is not manning the fort.
Scouts are BS 3. When the squad is manning a quadgun, the sarge can do all the work with his BS 4 (or higher for Talion). On the wall with the heavy bolters, you want real marines.

I could put a pod on the canon but then I cant get it in the building. I suppose I could combat squad the tac then put 5 in there along with a second pod for the sternguard.
