Can you explain how you plan to run this usually?
I can think of ways, but none of them will work so well.

I normally use a different list with 2 ironclads in pods and 6 attack bike and no thunderfire cannon.
I have use the cannons in pair in 2k games and they have done loads of work, wanted to fit one in to 1800pts.
Vulkan with the sternguard turn 1 to try and spanner 2 units with over lapping flamers, terminators with the wizard walking.
Bikes and cannon providing fire support.
Tac squad on my base/objective using bolster from the techmarine.
2nd unit to get linebreaker and support Vulkan, Sternguard and Terminators.

First, only foul chaos forces use magic and wizards. We have librarians here on the imperial side.
If you are going to have a tac squad camping on your home objective, you might want to have some more long range firepower, rather then just all melta/flamers. The sergeant doesn't need any toys either. As an alternative, you could replace them with a 5 man sniper squad with a quad gun ADL if you are worried about air defense.
I'd rather have 5 assault marines in a LR then 10 walking. I also like to mix up the TH/SS with LCs, and have a chaplain leading them. YMMV.
Do you need that many combi weapons on the sternguard? With Vulcan TLing them, you get more milage from the ones you do take, and that unit is very expensive for a bunch of guys with a 3+ save. I'd drop the c-flamers (the HFs should be enough) and cut the meltas down to 2.

Never have less than 4 combi meltas in a stern squad that your drop podding. He has it partially right. I like this list if your keeping the tact squad near the thunderfire. although I agree maybe a longer range weap on the non transport tactical squad. And frankly in 6th edition I agree with the land raider and 5 termies. Although that is minimum 50 points more expensive. Meaning he'd have to drop a bike which isn't great. 10 termies with a Libby is rediculously durable even walking. And is sneaky fast because of the size of the squad your moving. It's very easy to get 1 termie into combat making the entire squad un-shootable.
Also with a 6" deployment from drop pods with vulkan on the squad you'd be surprised how durable the sternguard unit is if you don't combat squad.
Also if you shave the combi weaps off the tacticals and the 2 combi flamers off the sternguard. You could put homers on the pods and GOI the termies around with the Libby making them very fast around the board to where you need them.
