Does the latest iteration of the Skyray box new from GW come still come with all the bits and weapons to also make a hammerhead?

Yes it does.

The Skyray and Hammerhead still share the base turret pieces - which is why the hammerhead turret weapons are still included (part of the same sprue). They don't sell enough of them to warrant recutting the dies/sprues to include those parts on the skyray sprues.
