I am about to make myself a gaming table. I don't know what theme to make it, or just make it flat and add terrain, or make it hilly. I want a table that looks fantastic and can easily change so that I don't get bored of playing the same board over and over.
Oh forgot to mention!
It has to be able to have space marine terrain and ork terrain on it!
MOSTLY ORK!

flat base is the easiest to change by adding terrain.
I recommend both. use modular cut tiles and paint one side one color and a different color the other side. doubles your available base terrain.

Modular tiles allow you to do either or both. Flat tiles are easier to make, so I'd suggest starting there, then adding sculpted terrain tiles as your time and resources allow. If you do plan on adding permanent, sculpted features at some point, I suggest adding a layer of foam insulation board (the go-to material for most large-scale elevation sculpting) on top of your substrate for the flat tiles, as well. Doing so raises the surface, giving you the option of carving down, as well as building up, in future tiles without creating a discrepancy in edge height.

I am not worried about the difficulty of this project I have worked with foam before. But what are modular tiles?

Think of GW's Realm of Battle board. The playing surface is broken up into separate tiles or modules which can be moved, rotated, and/or swapped out to change the layout of the battlefield, hence "modular."
Here's a good example of a board constructed out of 2'x4' sections from the Dakka gallery - you can see the diagram at the bottom with all of the various layout options. Others subdivide further, using six square sections instead of three rectangular ones (like the RoB board). By going modular, you go buck wild with crazy, sculpted-in terrain features, then simply replace that tile with a flat one if you want more flexibility when placing buildings and scatter terrain. If the surface you place them onto to play is large enough, modular tiles also give you the option of expanding the table for larger games or splitting it up to run multiple simultaneous skirmishes. It can be a bit or a lot more work, depending on how you go about it, but it's by far the most flexible way to build a play surface.
