You want premade legs, for specifically 28mm, with kilts, and you're ruling out existing sources? What more specifics do you want, nonhairy legs? Extra muscles? No visible veins? Extra pouches? Make em yourself.

I'm assuming the OP wants to avoid Australian shipping prices or something similar. Is that the case, or do you just not like the Victoria Lamb ones, OP?

If you don't like those kilts then I sincerely can't imagine what kilts you would like. Check Perry Bros. miniatures for some kilted minis, they might have some Napoleonic era ones with kilts.

Infinity also has a few models with kilts. Although you do have to pay for the whole model, and they're metal.

Dang it, Heartserenade! I was just about to post them!

The only thing is that 40k and LotR are the same scale, but 40k is "heroic scale," so the extremities are bigger than normal.

Might work anyway though!
