Where do I find this Warhammer 40k Stamp? And what does it look like? For instance;

Says Tau items released in the passed (ie rules in the Taros campaign book and such), but where do I find the stamp of approval?

Erm, I just found out, I'm an idiot, however...what would you guys think about the Sky-ray rules in the book being used in standard play? It's a bit more expensive than the one in the Tau Codex, but they gain the ability to shoot at fliers.
