As the new starter set has been announced I want to start a Fallen Angels in addition to my CSM. I was wondering what they would be count as.

This will certainly be possible by adding some spiky bits.

I am doing the same thing and just making them regular Chaos Marines with spiffy heresy era paint jobs.

People have been doing this since 3rd edition at least. There was even a guy on another forum I frequent who had mangetized the shoulderpads and backpacks of his Marines to either be Dark Angels or Chaos Marines. Go for it.

I get your angle, but the Fallen aren't true Chaos Marines. They wouldn't ally with other Chaos Marines, as they believe that they are the true Dark Angels. Really, you're best off using them as DA or SM, because despite what people state, the CSM Codex does not portray the Fallen very well. They're essentially heresy Dark Angels, nothing much else besides that slice of background.

Just paint them in original Legion colors. They believe that Chaos helps them be true to the Emperor's original plan, so you don't even have to get rid of the Aquila's. I will play my Space Marines as Chaos of Cypher is in it with little to know changes as they are already painted black.

"Fallen aren't true Chaos Marines. They wouldn't ally with other Chaos Marines"
Yes some are and yes they do, quite often infact.

"They're essentially heresy Dark Angels, nothing much else besides that slice of background"
This means equipment wise they would use the chaos book, but not have any cult troops or marks.

Not true, some Fallen did turn towards chaos it states so in the short story The Black Pearl. While the fallen being interrogated isn't a servant of chaos he knew that other fallen were.

Actually you would have to get rid of the chest aquila as this is a post heresy addition to loyalist space marine armour (only the Emperor's Children legion were granted its use before the heresy.)

Fallen are a mishmash of what they have. Some are actually fallen to Chaos, others didn't turn to Chaos but can't go back to the Imperium either.

You could easily use either the DA or Chaos codex to do a Fallen army.

Many Fallen end up setting themselves up their own little kingdoms on the fringes of Imperial space. Which would translate into an army of mostly humans with only a couple of Space Marines in the army.

So a Chaos army to represent the Fallen would be maybe a Chaos Lord and a couple squads of Chosen being the Fallen, and for the bulk of the army they would have some Guardsmen they've conned into fighting for them. Represented with Cultists and/or allied IG.

This is exactly what I was planning to do.. Paint up the dark angels as pre-heresy dark angels (black) so I can use them as chaos space marines or as an allied detachment of dark angels for my regular marines. Isn't too much of a stretch fluffwise IMHO. Besides as long as you stick to WYSIWYG people might be a bit awkward about it but they're your models. I know for a fact that my gaming buddies wouldn't complain about stuff like this, letting me use my salamanders vindicators for chaos etc (it's an expensive enough hobby as it is, no need to get each model 4 times just to paint them in different colours right?)
