im trying to get back in the game, i had Ultramarines and i think i want to go with black templars or Dark angels but i have no idea which to pick. The black templars seem to be lacking when it comes to options and who knows when they will get anything new. NEED HELP!!!

Since the Black Templar codex is pretty outdated it is a pain to work with because of the completely different organization of the book itself.
And it's not likely that it will get revamped any time soon.

As already mentioned the Dark Angels will be quite easy to acquire because of the new starter set. They are really good looking too.

Dark Angels can be cheap with the new starter Set.

Black Templars are much cooler although (might loose their pwn codex, but new Minitures are already planned by GW).
Templars have a good net-community too.

Templars can still be played sucessfully.

Both armies have a lot of fluffy back ground. DA have there own unique guys as do BT. Its a toss up, but yes... with the DA codex closer... that may be a better option. Otherwise BT will be around the corner some time in 2013.... or so we hope.
