Could I use IC from parent chapers in successor chapters? or would it be better to use count as OR if i want to use IC's should I just take them as allies?

I presume when you say "ICs" (no apostrophe, by the way, it's a plural, not a possessive) you mean special characters. Presuming so, then rules-wise, certainly. If you're concerned with fluff, kitbash your own or convert the models, then give them a new name, but be sure to make clear to your opponent precisely who "Carneus Malgar of the Omegamarines" represents.

You can do them as counts-as. The only space marine codex I own is Blood Angels, but it says right in there that special/named characters "... can still be used in the same army, representing the common occurrence of different chapters fighting alongside one another. Alternatively, you can use the models and rules for a named character to represent a mighty hero of another chapter - for example, using the rules and model for Captain Tycho as a Blood Drinkers captain, or of a Space Marine chapter of your own design - you just need to come up with a new name."

Imperial Guard codex has a similar reference to their named characters. I believe it's the same in all the Space Marine codices.

The reason I ask is, I first planned on getting a army made up of FW marines with heresy era armour, I like the models and fluff wise will work with the new FW heresy book, then I have gone out and bought two lots of the dark vengeance starter set because then I can have a quicker and cheaper starting army.

As the models are DA ones I was thinking of painting them as Consecrators as they are basically the same colour scheme to DA pre heresy so I can use the bulk of the models for 30k and 40k, but using them as consecrators means I have no special characters and sometimes I might like to use em.

I will be buying the FW heresy era troops after the book comes out so I might as well style them as Consecrators as with a few liberial touches I can play them as DA 30k or Raven Guard 30k. Would this sound fesible?

Of course the shoulder pads on the RG and the red markings on the consecrators I'd have to find a way round but i think it may be doable?

In which case, still yes, but with the caveat that, for instance, since your Concecrators' count-as-Belial would be a Codex: Dark Angels choice, you'd only be able to field him as a generic Terminator Captain in a Codex: Space Marines army. Likewise, counts-as-Shrike would have to just be a Captain with Lightning Claws in a counts-as-Dark Angels army.

To be honest, though Dark Angels and Vanilla Marines are relatively close, Dark Angels and Raven Guard are at opposite ends of the Space Marine spectrum (Terminators and Bikes vs. Jump Packs and infiltrating). I'd advise picking one choice and doing it well, rather than trying to do both in one army.

Seems doable. Of course, you could always create your own Dark Angel successor chapter that uses the heresy-era black armour. And if you want special characters, just use the rules for a Dark Angel character and make up a new name/fluff for your own chapter.

I do like the DA fluff though but not really interested in any of their SC at that moment, that Azreal model has been around a long long time!, Belial and sammiel is it? not really excited by them either Shrike I do like though, seeing as my army will be black I could use them as RG as well really?, again they are black cept for the insignia on the shoulder pad?
