The Farseer is much more expensive as you think.
Falcons are meh, especially their holofields are not very helpful in the 6th ed.
Five DA's will have too less impact. A full bladestorming unit in a Serpent (tl scatterlaser, underslung shuricannon) is what I'd recommend.
I'd replace the Scorpions with Harlies (kisses, Shadowseer) as the latter is a perfect counter-strike unit.

I believe that Farseer costs 175 points and not 120. Also I wouldn't give an exarch to a 5 man squad of DA.

Firstly run guardians only with scatterlasers b/c of how poorly they shoot...secondly add more heavies ie. Wraithlords and walkers...drop das dont fit in the list...change scorps to harlies...add more anti tank and no brightlances on vehicles...they die to easily...drop the falcon too...add warp spiders instead of vypers...they are pretty much our best most reliable unit now

How are holofields worse? They havent changed.
I cant change the starcannon i have on one squad but i will be getting more guardians and i will make them have sl.
I will get a wraithlord
i might keep one vyper and get 5 man squad of spiders
i will get wave serpent instead of falcon

I also want to keep scorps because while harlies are good it costs a bit of money to fully equip them and i already have scorps and have painted them.
Infiltrate is good to take out a squad early anyway.

In 6th editon vehicles have hull points. You lose a hull point each time the vehicles takes a glancing or penetrating hit, so... after that third time... its good night gracie. So while the holo fields keep you from getting one shot popped, they won't save you from that third hit. With that being said... all eldar grav tanks are overpriced in this ediiton. Though wraithlords are looking pretty sweet. Still T8, and can take a load of weapons.

As you said it can save me from being popped in one shot especially from something melta which plus 2 to the table. It has saved my wave serpent many times.

The one Falcon I like is with EML. That gives you 3 48" S8 shots. Add a guide seer to it and it is passable. However realize you are paying almost 250 points for both of these.
Give it a BS 4 and it might be Ok on its own but not with BS 3.

The one I like is Eldrad with 2 of them. However this is 500 points so it is a major investment for long ranged firepower.

But.... Wave Serpents can't purchase it so how has it helped them?

Overall, I gotta agree that the list seems underwhelming. 6 Scorpions can mess stuff up, but it's more likely to get messed up first. FD Exarch is good, but expensive, though Tank Hunters is awesome now. Vypers might have gotten a boost in that they can move 12'' and fire both weapons but I still feel like they're too weak from being BS3. Holofields seems like a complete waste of points. Not a fan of Guardians with a Starcannon, or 5 DA + Expensive Exarch.

It seems (to me) that to effectively play Eldar at the moment you need to do one of two things:
#1: Take advantage of Scatter Lasers and just pump the enemy full of guided shots
and/or
#2: Abuse Fortune on a Seer Council Deathstar unit.

Even in non-competitive matches I've found myself being underwhelmed by the army unless I bring the above. BUT That's just me, hopefully other people have had more luck =(

Haha my mistake. I meant my falcon.
My scorpions wouldnt get messed with first because if i get first turn i infiltrate and they slaughter a unit
if i dont get first turn then i reserve them and then infiltrate and assualt so they will always get a unit
killed before they die.
I will be pumping the da squad up to ten men and mounting them in a wave serpent. The serpent will have
sl and so will my squad with the eml.
I need the tank hunters because its a small squad and the firepike is great.
