Seems that Ever-Living includes everything Rean Protocols does, and more (since it applies even if IC is alone.)

What's the point of an IC having both?

The Games workshop redundancy department of redundancy is hard at work?

I suspect they just decided to give every (non-canoptek) necron unit reanimation protocols regardless of what other special rules it may already have, but we may never know for sure. it's an army-wide thing just like ATSKNF is for marines, even if they don't need it or can't use it.

There is some language in the EL rules that references mechanics in the RP rules. However, there are some things in the RP rules that don't apply to EL (like failed Morale Checks removing RP tokens only).
