I need help making a work biker army or if its possible, I'm new to 40k so I have no idea wear to start with this.

First review the rulebook (alot) and look over anything/everything related to bike specifuc special rules. At the same time look over the ork codex specificly over warbikers, wazdakka, nobz on warbikes and their upgrades; while also making note of the changes made in the FAQ for the ork codwx that is available on GWs website.

If your going to run a true biker army for orks you can run them a few different ways at different sizes.
You can run nob biker death stars that soak up turn after turn of shooting and supplement them with warbikers.

You can run pure warbikers at a max of 73 bikes 2000pt with wazdakka as your HQ choice, on one force org chart with 74 bikes total, giving you 1 hq, 6 troop, 3 fast attack. This build being the most expensive dollar wise.

Then you can run biker lists with loota, dakkajet, etc. Support.

Usually I would never suggest starting with a biker army. They are really different. They do not help you learn the game and general tactics.

The rulebook has changed. Most bike tactica is just not accurate any more. So be careful when things have been written.

In general you want to refuse flank or outflank(not the the special rule, general real world tactic) attack one part of the enemy at a time. This uses your speed well.

Ork bikers are unique as they always have cover, can really handle themselves in cc and can shoot pretty well.
You need some numbers per squad and klaw and bosspole nob.

Nob bikers are pretty awesome, you just need to learn the few things that can kill them all too easily, do not worry the list is very long.

Anyway I think it works quite well, and I can not think of a way that will work, as a gunline with bikers to grab objectives.
So this is wazdakka and bikers or nob bikers+warboss, with lootas+kannons.
Else if you are happy with allies there are good number of options available to you.

I like to do Wazdakka to get bikes as troops, then a warboss and some nobz on bikes for some shock troopers. I usually use Wazdakka to tank hunt. A little Dakka Jet or Lootas add some more shooting. I've found the ork bike list is more shooty then previous ork lists I've run. All the twin-linked dakka guns are great for knocking the AV 10 fliers out of the sky
