A FoR have
- 2x AV14 Small Buildings
- 1x AV14 Medium Building
- 1x AV14 Small Building (walkway)
On the model, it looks like these buildings are actually just a battlement. Does this units in these buildings can be shot at? And how do I get 20 people into the Medium building in the middle? I also don't see anyway for the model to move up and out (access point?)

Units in the buildings cannot be shot at per se. (see the rules for shooting into the buildings pg 93+)
The tops of the buildings would be battlements if you can fit there with a model. Moving from building to building is on pg 92.

On the model you can clearly see each bunker, the tower and the Catwalk. In the rulebook is even shows you a diagram that has white dotted lines to show the 4 separate sections(Page 97).
The rules for Buildings and units capacity within are on page 93.
You do not need specific Access points for models within a building to move to the battlement, or vise versa; page 95 has the rules for battlements.

Just remember the rules for embarking into buildings use the rules for embarking into transports.
So you whole unit has to be able to fit into 1 section. Not a unit spread through different sections, or the entire fortress.

And as for moving between the sections, the only way to get into the tower is by movement inside of the building itself. At ground level, the whole FoR only has a single access point, in one of the bunkers.
