Hello everyone. I'm new to the board but have been posting around in other forums trying to get a decent list going. I am going for mainly shooting.
HQ
-Terminator Librarian with Storm Shield: 140pts.
Elite
-9x Sternguard Veteran Squad w/2x combi-melta: 235pts.
-Drop Pod: 35pts.
Troops
-10 man Tactical Squad w/Meltagun & Missle Launcher: 175pts.
-Rhino w/Dozer Blade: 40pts.
-10 man Tactical Squad w/Meltagun & Missle Launcher: 175pts.
-Rhino w/Dozer Blade: 40pts.
-10 man Scout Squad w/Sergeant Telion & Sniper Rifles x9 & Missle Launcher x1: 200pts.
Fast Attack
-2x Land Speeders w/Multi-Melta: 120pts.
Heavy Support
-Predator w/Autocannon & Lascannon Sponsons: 120pts.
-Vindicator: 115pts.
-Whirlwind: 85pts.
Total: 1480pts.
My idea is to throw all the tanks forward and pop smoke, disembark if close enough to draw enemy to rapid-fire range. Try and pop tanks with the Land Speeders. Use the Scouts for points and pinning any walking units.
It's simple to start, I'm not too confident in my HQ choice or strategy, or if I have appropriately outfitted sergeants/sternguards. Thanks in advance for the help.

Hello fellow Shadow Captain.
For your HQ, there's nothing wrong with choosing a Librarian. He provides a bit of psychic protection at a minimum, and a boost to your army at best. However, if he's in Terminator Armor, run a Terminator squad with him. If not, drop him to Power Armor and save some points. Also, a Librarian works best when upgraded to an Epistolary to give you the second power per turn (or more powerful rulebook psychic power, if that's the route you choose to go).
Sternguard Vets are very nice. A couple of Combi-Meltas would work well. However, for this list (particularly with the Terminator Librarian), I'd say drop the Sternguard and run a squad of 10 Terminators with either 2 Assault Cannons (would be my choice) or 2 Cyclone Missile Launchers.
The Tactical Squads are equipped just fine, but I would say drop the Dozer Blades on the Rhinos. You only have a 1 in 6 chance of failing a Dangerous Terrain Test, and the Rhino is easily destroyed from shooting anyway. Also, if you do bring Terminators, equip your Tactical Squad Sergeants with Teleport Homers so the Terminators can Deep Strike within 6" of a Tactical Squad and not Scatter.
In my experience, Land Speeders (especially just 2) really aren't worth bringing. If you get lucky, you might destroy 1 vehicle between the 2, then both are dead in your opponent's next Shooting Phase.
The Predator and Vindicator are both nice choices. However, if you wanna run the Vindicator, drop the Whirlwind and run 2 Vindicators. Vindicators are high priority targets. Put 2 on the table and make your opponent spread is anti-tank fire, or concentrate on 1 Vindicator, leaving the other to live the next turn. If you put a Dangerous Terrain Test upgrade on any vehicle, this is the one to do it. Use the Siege Shield, it completely ignores Dangerous Terrain Tests. Also, running the Predator, pick a role for it. If you're gonna run the Autocannon, run the HB Sponsons. If you wanna run the LC Sponsons, run the LC Turret.
Here's what I would suggest (IMHO):

Elite:
Terminator Squad (460 points)
10 Man
2 Assault Cannons
Troop:
2 Squads
Tactical Marines (225 Points)
10 Man
Meltagun
Missile Launcher
SGT has Teleport Homer
in a base Rhino
Heavy:
2 base Vindicators
Run your Rhinos and Vindicators up, Pop Smoke if you wish (only if you've moved so far you cannot shoot or Disembark). Use the Vindicators for your initial anti-armor shots with it's S10 AP2 Ordnance, Large Blast shot.
Teleport (Deep Strike) the Terminators and Attached Librarian within 6" of a Teleport Homer. Blow something up with the Assault Cannons on the turn they arrive getting that squishy side or rear armor if able. Terminators are VERY scary to someone who isn't equipped with much AP2. You can also use them as a "corraling" unit. That is, Teleport them to where they can force your opponent to move a certain unit to within range of one of your other weapons (they'll likely move where you want them, unless they're Terminators themselves, or have enough AP2 to deal with 10 of them). I say ACs on the Terminators since they can deal with up to AV14 with Rending, and can tear up lighter armor. Also good for anti-air support.

I'd go with a bare-bones librarian. Attach him to the sternguard, blip around shooting stuff. Give him GoI and another power for flavor, Null Zone is not a bad default. As he is your new mode of transportation, you save points by not needing the drop pod. This will get you the points for adding a 10th man to the squad. A power fist for the sarge might not be a bad idea. These guys spend a lot of time in other people's charge range. I like keeping the combis down to a pair of c-meltas. You should be rapid firing special ammo every turn, and the librarian should ensure you are in range of an appropriate target.
Dozer blades are a waste of points IMHO, otherwise tacs look fine. Personally I run MM/M and ML/F in rhinos for my stock 2 tac squads.
Scouts are fine. Might be nice to have a ADL with some sort of gun for some AA and for cover. Also note that now in 6th camo cloaks and Talion stack. If you need to shave points, these guys could get cut to 5 men.
I like MM speeders. If both of them die taking out a land raider, they've made twice their points back, and possibly stranded the LR's cargo in the backfield. That being said, I've been fielding my speeders with a typhoon/HB loadaout more these days. You miss out on the early kill, but gain sustained firepower. These days you might want to consider a storm talon to vie for air superiority.
I would take 2x auto/las or vindi, not one of each. Both are good tanks, which is better really depends on your local meta. Whirlwinds are generally regarded as sub-par. They do have some perks though, and got better in 6th. I'd keep it just so you have an unexpected twist in your army; people don't expect them in your list.

Here's an update based on some of the suggestions and my own thoughts.
HQ
-Terminator Librarian with Storm Shield, upgrade to Epistolary: 190pts. (Seems a little expensive for an HQ but if I put it with the Terminators who are Deep Striking AND give it the Storm Shield, will he be relatively well protected enough to be worth the cost?)
Elite
-7 man Terminator Squad w/Assault Cannon x2: 340pts. (Had to lower from 10 man, I think that is WAY too expensive for how likely this unit is to get trampled in CC)
Troops
-10 man Tactical Squad w/Meltagun & Missle Launcher Sergeant w/Teleport Homer: 225pts.
-Rhino: 35pts.
-10 man Tactical Squad w/Meltagun & Missle Launcher Sergeant w/Teleport Homer: 225pts.
-Rhino: 35pts.
-10 man Scout Squad w/Sergeant Telion & Sniper Rifles x9 & Missle Launcher x1: 200pts.
I like this loadout, I'm pretty sure it's what one or both of you suggested.
Fast Attack

I am glad for one that it came out to a clean 1500, but I know I had to sacrifice the lascannons. I'm hoping the Meltaguns and MM on the Land Speeders will be able to stay alive long enough to do the heavy damage I need since aside from the Terminators with Power Fists, I'll have no way of getting anything with an Armor Value down unless I give a Power Fist or Melta Bombs to one of my Sergeants. Any ideas?

I would still give thescouts camo cloaks for maybe a 2+ cover save.
Go for landraiders with double MM, sometimes one shot is not enough.
I prefer to double up on the same tank, 2 vindis are hard to deal with whereas one coming forward is easy enough if it is a threat.
Teleport homers are expensive.
Double assault cannon needs 10 termies. Where did the sternguard go?
Homers are expensive.
Epistolary is bit of tricky one. If you feel you can use it bring it.
You have some good units but it doesn't fit together so well.

Teleport homers are needed if you need very precise deep striking. If you drop anywhere within 2 feet of your target, you can still shoot them. Save the points.
I don't like keeping huge units of terminators in reserve. Over a third of your army is going to be sitting up on the strike cruiser, twiddling their thumbs, while the rest of your army gets pounded. Start them on the board and walk across it.
If you want the second AC, you need to boost to 10 men. If you are worried about them in close combat, switch the librarian to a captain. Between him (with his high initiative) and the sergeant with the power sword, you can do some damage before you get to I-1 and power fist time. There is very little out there these days that will cut through TDA on initiative. Almost all of it is I1, and that means you get to hit back.

I am not wedded to deep striking the Terminators. I can't afford a ten man squad at the moment, if I cut the teleport homers from the Sergeants that might get me an extra. If I'm not doing that should I even bother with Terminators if I'm going to footslog them? If I'm a "shooty" army I would think sending an 8 man squad including the Librarian in a Land Raider to move forward with my tank line would be a better investment but please tell me if I'm wrong.
