Is this decent? Also with minimal spending what would make the army better?

starter sets will never be that competitive, as they show a range of different models available to new players. dont get me wrong they are a good way of getting started.

without transports your tactical squads wont last too long, also i cant really see where the HQ choices will fit in apart from with the terminators, however they wont be able to deepstrike if they are attached to them.

another thing would be lack of long range firepower.

if i was to suggest something it would be some transports for your units, two rhinos (for the tactical squads) and maybe a land raider crusader/redeemer (you will have to have both the librarian and the captain join a unit of terminators, the other terminator squad to deepstrike.

This makes me wonder if a double dose of CSM out of the box is a good start.
Anyone have an opinion on that as well?

Of course we wont have any idea till the new codex is out on either. Who knows what the next editions will bring?

As a long time player the double dose of CSM is a great way to start... But thats about it. I am buying 2 to add to my 7000pts of chaos marines....

Yes just buy 1 CC Term set for the Arms and 1 extra tac set to get the different assusalt weapons. Or just buy Bitz.

Well, the Captain comes with power armor.
I'd replace him with Belial and you have DW Termies as troops.

it really depends on the list you want to use. The box comes with this and that and very ordinary upgrades as any starter box does, so if you really want to use those models you are going to have to buy some bits. also have a look at this www.thedarkfortress.co.uk it has a bunch of sample lists under tech reports

I liked AOBR orks. It needed a little tweak here or there but very minor.

Talking of which I wager cultist spam will work. They were a 1/15 the price in points of a marine in 2nd edition, so they are bound to be dirt cheap.

I would bet on the old ravenwing boxset being a good investment if you are talking about gambling on what will be cool.

I recently gave a list that looked like the following last time some one asked:
Belial
5 marines with PG and laserback
5 marines with melta and laserback
5 termies mix of cc and shooty
5 termies mix of cc and shooty
Ravenwing bikers
2 typhoons

This uses 2 typhoons, the command squad box set, assault termy boxset and 1 lot of DV.

Otherwise I would recommend using the tacs. as allies, I would suggest with a drop pod.
At the moment I feel Black templar can best use the models.

Belial would probably help.

Rhinos for your Tac Squads

A Land Raider maybe.

You can take your 6 bikes and make them allies with SM Chapter Master (I like Orbital Bombardment )on a bike + a 5 man Bike squad as troops

2 Tacticals + 2 Deathwing is a good start to a DA army.
You are going to have all your HQs covered also.
Ravenwing + Deathwing is also good.

All that said, it is just a good start. With the current codex, you have no typhoons and a fairly weak contigent of bikes. I would look at adding either a tactical or another deathwing along with an attack bike and some typhoons. Add Belial and you can come close to maxing out your troop choices with some rock hard deathwing.
Then an AGL or a couple of rhinos to protect/transport the tacticals.
