I played with Crowe yesterday and he turned out to be pretty useless: 1. He will give enemies furious charge and re- roll to hit if charged, 2. he's NOT a independent character meaning that he may not join friendly units and 3. He cost 150 points. Is he worth taking and are there any good tactics for him?

Wow, I did not notice he was not an independent character....that just blew my mind.
That being said, I can still see some use for him. He seems like an attempt at a IC killer.
He also allows access to purifiers. Aka the "Crowe-tax". Purfiers are really good at bringing psycannon spam. Load them up in rhinos and you have a great moble force.
As for Crowe himself, I think you have it correct. He is not that great. I can see him as an anti-MC character. His ridiculously high WS along with that great rending rule he has.

Well, Crowe is not useless, but he's hard to use.
For instance, he could man an ADL, hijack a transport and transported strait to the enemy, or charge with a Purifier unit (they have same powers and so can be devastating even before cc begins).

That was the reason I included him in my army list in the first place to make purifiers scoring units, but I will replace Crowe with a Grand master instead, expensiver but fits my army better

Which sounds really good, until you realise that 1) he doesn't have Force Weapon 2) huge WS only means hitting on 3+ instead of 4+. So unless the MC has less than 2 wounds or is a Daemon, pretty much any other GK character is better for killing them.
Now, he does have his uses with Heroic Sacrifice, that I agree with.
But there are two things that have made Crowe far worse in 6e than he was in 5e. First, challenges by non- ICs. In challenge against sergeants etc, Crowe gets to make grand total of 1 attacks. Second, unless you have another HQ, when he dies he will give out victory point for your enemy. In 5e I just threw him to enemy and assumed he'd die in every battle. In 6e, that can mean difference between draw and loss.

You're looking at this all wrong.
Crowe is a party favor you get for paying the Crowe tax to make Purifiers troops.
What is he good at.
1: Trolling horde units. I use that term in a very specific sense. charge Crowe into a unit of Boyz/Gants/Guardsmen, blade shield, and cleansing flame. You will basically tie that unit up for the rest of the game, and might even win. You can even Challange someone out, be safe in the challange, while Cleansing Flame still rips into the unit.
2: Kill a big nasty character/MC. This tactic is simple. charge crowe in, possably issue a challange, use Rapier Strike. Now you either get lucky with Rapier strike and win, in which case awsome. otherwise, crowe will likely die. Then you use Heroic Sacrifice to one shot the character in question(no, the enemy cannot Deny the Witch)
3: A distraction. People see this HQ walking up the board and they will overreact and try to kill him. This is a good thing.
4: Man emplaced weapons. this is good if you want to keep him alive(victory points perhaps)
Crowe is a cheap distraction unit that can kill stuff when used correctly. Just remember that its no big deal if he dies. He already paid for himself by letting you take Purifiers as troops. Anything else is a bonus.
