The rule for psykers is that you have to draw line of sight from the vehicle and casting powers has to have line of sight, so if I were to cast Misfortune on something would I be able to target something if I were in a vehicle?

but it says that you can only target itself on the psyker page?

You cannot use the "Misfortune" Malediction from inside a vehicle, for exactly the reason you cited: there's no way to get LOS to an enemy unit. Since it's not a Shooting attack, you can't even use a firing point.

Are you asking if using a non-PSA uses up a Fire Point?

If the power requires LOS, you can only target the vehicle you are in or the unit inside. This does not affect what units you can shoot at in the Shooting phase.

In 5th Edition you could use a fire port for a non PSA. Not sure about the 6th edition FAQ on it.

The section on using Psychic Powers specifically states that if the power requires LOS and the psyker is embarked they can only target the vehicle they are in, themselves, or unit embarked with them.
