Against Light Armor and Most infantry, yes. However, the Lascannons pay off against anything with higher armor and Marine style characters - A marine captain will be killed half the time when eating a Lascannon Blast, for example, and that pays for itself.
If you're taking tac squads a match combi-weapon to theior special weapon is manditory. Why would you pay nearly 300 points for your tac squads but not another 10 to double their efficiency? Madness.
Combi-Weapons aren't as necessary as they used to be, I've found. In fact, this edition may even value having naked sergeants, and just using them as Challenge soakers and leadership boons. Besides, a Combi Weapon doubles their effectiveness for one turn, which doesn't necessarily mean it's an overall double in efficiency.
The Epistolary upgrade isn't worth it on a Libby with no access to Divination powers. Drop it.
I've found Telepathy works rather well. Psychic Shriek can annihilate many important models, or even just abilities like Terrify, Invisibility, and Hallucination have turned parts of a battlefield for me. Terrify caused a squad of Death Company to flee for a turn, giving me another chance to shoot them to bits. (Terrify strips Fearless and causes an immediate morale test.)
Dev squads are meh, the Dread needs a buddy and the Typhoon is the best option on the Talon (unless your desperate for points). Also no S10 means nob bikerz run over your list without pausing.
I agree Devastators are over priced in the Vanilla Marines book. However, the Four Missile Launchers have payed off, though I might be able to be convinced to remove the Dread and the Devastators for two Vindicators. The Lascannons will probably stay, due to the fact that I overall lack the punch in my list to remove Armor 14, since I have no melta weaponry. Besides, Lascannons are always good for picking off targets. As well, nobody in my area runs nob bikers, as the only Ork player runs Ork Horde at the moment.
I'd equipe your Tac squads like this:
10 men: Plasma, Combi-plasma, Las-cannon, Razorback with lascannon + TL Plasmagun (so no need for a SB for LC protection and 2 more Ap2 S7 shots thrown in for good measure).
Like I said before, I prefer to run my Sergeants naked. Besides, Tactical Squads are generally not the powerhouses of a list, and are there for objective games and bunkering up on killpoint missions. I also dislike Lasplasbacks, because the need to construct them from scatch coupled with the new overheat rules turned me off of them a bit.
