I would like to take an Eldar ally that allow me to stop psychic powers and let my Long Fang shoots from inside the Bastion. Here is what I have so far, is there more efficient units for the points for Eldar?

Farseer - Runes of Warding - Guide
5x Rangers
3x War Walker - Scatter Lasers

I have been eyeing some Fire Dragons but it costs a lot to transport them. Also Warp Spiders might sound cool but with 5 dudes, they can barely kill a couple of marines.

That is a solid ally detachment for Eldar. To be honest I think it is the best Eldar ally configuration excluding some specific build.

One thing to be wary of though is to not use Rune Priests if you have an allied farseer. Allies of convenience are treated as enemy models for the Runes. I've been using wolves as allies and use a Wolf Lord in TDA with a unit in a pod and he has been decent and doesn't run into the anti psycher issues a Rune Priest does.

For an ally contingent..

Farseer - RoW, Doom
10 Pathfinders
5 Fire Dragons w Exarch with Crack Shot and Tank Hunter.

Place them in a ADL and you have major pain.

2++ cover saves for the pathfinders.
Exarch manning the Quad Gun. No jink saves, 4 Str 8 TL shots at any vehicle.

Doom the target that the pathfinders are going to target.

Rounding up. 2 AP1 hits that you get to pick the target.
2 straight AP1 shots and 3 regular hits where you can hope for a rending shot. All of this with a 75% chance of a kill.
I love to target devastators, terminators, ICs and MC with this.

Now I know this is about 450 without the ADL but well worth it.

The Farseer will never be able to cast any powers on the Long Fangs or join them, so why do you say he's involved with them?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

The Bastion will hold the Long Fang or any other long range unit that needs good protection (e.g. 4 Lascannon Long Fang). I am stating so because I prefer Bastion over ADL.

The Farseer is there to cast Guide on the War Walkers + use the Quadgun.
