Each tier builds on the last one. so to get tier one all you need to do is restrict yourself to the models listed. Tier 2 adds in an additional restriction. so to get to tier 4 you need to meet the requirements of the three other tiers, no skipping to the one you like.

Yes, ghostly will say at the beginning of the activation, it's not a special action like desperate pace (Sorscha2).

Ok, I see this one a lot. Ghostly only talks about terrain. it doesn't allow you to move through models. So that pureblood couldn't get behind you in the first place if it was charging.
Second, the errata (
see here) states that once the charge target is in the charging models melee range, the charge target cannot leave it. So even if the pureblood could move through the target it would then leave the melee range and thus make it an illegal charge.

Running is not restricted to a straight line

CC and throw my opponent away can I then make a ranged attack towards a different model?
With the same model? No. With a different model doing the throwing, yes.
Lets take the trollblood bomber as it has open fists and ranged attacks. A throw is a power attack and to do a power attack you have to forfeit your initials attacks. At that point you are locked into making melee attacks for the rest of the activation as per the rules.
Now lets look at the trollblood blitzer. This has open fists and a ranged attack. But also the special rule virtuoso, which allows you to make both initial melee and initial ranged attacks in the same activation. But even he can't throw then shoot as power attacks replace all initial attacks and when purchasing additional attacks they have to be the same type as the initial attack/s. What virtuoso allows the blitzer to do is hit with initial melee attacks and then, assuming the model dies and nothing else is engaging the blitzer, it can shoot whomever you like*. After that you can purchase additional attacks, which, if the gun wasn't
ROF 1, could be ranged or melee.
