Whats dakkas opinion on the FW weathering paint? Does it give the results they claim?
Any other suggestions?

It's weathering powders, not paint.
And yeah it does. It's pretty good stuff, but it's expensive due to shipping costs.
If you can find a local group doing a FW order, you'll be able to get in on that without paying an arm and a leg because they usually bundle orders to get to the free shipping total. Outside of that, there are a few other options like Tamiya, MiG, and Secret Weapons.
I can only speak for Tamiya and Forge World's, and I did not like Tamiya's but I very much like Forge World's.
I have not used MiG/Secret Weapons so cannot really comment on them, but a lot of people like them.

Vallejo makes excellent weather pigments, but their range mainly earth tones; which is fine for dirt and mud. The Secret Weapon Miniatures pigments have a broader palette and I highly recommend them, especially the Metallic Iron.
Also, you can make your own using crushed artist pastels. The upside to that is there are lots and lots of colors available.
My two cents on the matter: the FW ones are perfectly fine, but there are cheaper products that produce the same end result.

What effect are you trying to replicate? Mud? Dust? Rust?

So you want to add weathering effects to tanks? Next time try to be as specific as possible with your questions to avoid this useless back and forth...
Anywho, weathering pigments are not the best thing to use to achieve oil/rust streaks. Yes, it can be done, but I would use oil paints. Van Dyke Brown and Terracota work well as rust streaks, adding Lamp Black and Van Dyie Brown together makes a nice general "grime" too.

Scale modellers use weathering powders a lot, at least at the more professional levels. AK Interactive and K4 do some oil/grime effects (among others). Although I'm gonna warn you, if you do it their way you're likely to end up with a cupboard full of stuff.
