I can't quite tell because of the image quality, but is the colour variance on his cloak supposed to be camouflage or weathering?

Image quality is poor sorry. It's supposed to be weathering.

Dig the base work. However, poor beaky marine.

I'd clean up the base, maybe with a black line around the bottom to fix run-over paint. Not much else to say.

If everything you have is painted in this style, I bet it looks great
