Used to go for a bare valk because I would never really get to fire anything unles it was defensive and if I had to spend that much on rocket pods I'd just get a vendetta.

However now, as I understand it which may be wronng so bare with me, you can fire more so is it worth starting to upgrade my valks?

P.S I know it very much depends on what I'm facing/What I want it to do/What else I have in my army but I'm thinking of a jack of all trades type of thing.

Basically I don't want to pay (and spend time magnetising ) upgrades I won't use but - equally - I don't want to find I could fire more weapons but cant because I didn't bother with a 10 pt upgrade on some HB etc

Depends on the role they are going to play. Do you need anti horde infantry?
Zooming flyers get to shoot 4 weapons at full BS. Only two missiles per turn can be fired, and count towards the 4 full BS shots. Not a big change to how the Valk with missile pods played. Big change to the vendetta. As far as HB sponsons you don't typically have a chance to fire both because of LOS. So add them if it fits the valks role.
