Cadians could be painted to look a good bit like WW2 Germans. The Armageddon Steel Legion are based on the Wehrmacht at least as far as their doctrine is considered by popular culture (all mechanized, as far from historically accurate as that is). Also, Armageddon isn't too mainstream, so your army would stand out.

As for the actual units. Use platoons and buy more chimeras. Drown the enemy in metal boxes. Field 3 full sized platoons, for 18 chimeras, plus a command squad for 19.

While I generally don't like artillery, I think the Medusa may be the best option, short range and very powerful (str 10 AP 2) and the option for some mid range AT (str 10 AP 1, 2D6 penetration, small blast). Taking the medusa mixed in with all those other vehicles may allow it to live long enough to pick off a vehicle or two (it practically automatically penetrates and has a 50/50 chance of killing it). The main problem with the medusa is its armour and short range, which means that it is often overhshadowed by tanks. Besides the Medusa, the Manticore and Basilisk are fine choices, high strength, high AP for one, the potential for multiple large blasts for the other.

No matter, 57 str 6 ap 6 shots offered by the chimeras is quite useful against light vehicles, so you can probably stop most other mech armies dead in their tracks. Massed IG mech is too often turned down in favour of vets, simply because they get more special weapons. If you do need special weapons you should have some troop choices open for some vet squads, or you could take another CCS, or some storm troopers.

And this. Mogul Kamir makes rough riders downright terrifying (compared to last edition when he caused more harm than good due to rage).

Tanks: Chimeras could work but, with only heavy bolters they may not have the punch to act like tanks. I would consider trying to have auto cannons added but only if it would be allowed.
For the Russ' while they have a much more versatile armament of Imperial tanks the Predators are much faster (Russ: 35kph Predator: 68kph Chimera: 70kph). If possible you could place Russ guns onto the Predators.

Arty: I would stick with the Basilisks I don't feel arty should ever be in direct combat.
On the other hand the Medusa is faster the then the Basilisk but it would have to right in the middle of combat. (Basilisk: 35kph Medusa: 50kph)
Both guns are essentially a death sentence for anything they hit but you'd have to choose how much your willing to risk your artillery, The Basilisk is slower but has a massive range, while the Medusa is faster it has to be in the thick of it.

Support: You will still need at least a few infantry elements, maybe just four squads of vets or a heavy weapons platoon. These could represent the combat engineers that followed the tanks.
I would also recommend adding some hydra's because tanks hate close air support.
