Ok so I was wondering about what occurs first the times arrow attack or a challenge, times arrow occurs at the beginning of assault phase after moves have been made. So does this mean it occurs before models are moved in B2B for a challenge? Or does it occur after allowing only the challengee to be targeted? I am not sure of the order that should be taken.

Check new timing from faq/errata. It is now "At the start of the Fight sub-phase....".
As it happens same time as Challenge, you follow rules for simultaneous events on page 9, ie. current player chooses which order to resolve them. Same thing applies to MSS.
