In most games I run either a sterngurd/librarain or DC/Chap droppod in a competitive list, but never both. The simple goal is to build a list using both unit groups and still being able to give most lists a fun game.

Drop-pod 1
Librarian
Terminator Armor - Storm bolter - Bloodlance/sheild or divination - Force Sword
Sternguard (7) - 2 combi-melta
Brother Corbulo

Drop-pod 2
Chaplin
Death Company (9) - PF - bolters

Regular Assault Marines (10) - 2 melta guns - melta bomb

Scouts (10) - Snipers - Camo - ML

Sanguinary Priest
Devastators (5) - 4 ML
Devastators (5) - 4 ML

* I could also drop the scouts and 2nd priest for another RAS and have 15-25 points left over.

I would say keep the snipers, maybe try to get an aegis as you have literally no anti-air plus the scouts could do with some good cover. Other than that its pretty solid.

Blood Angels - 7000pts
Eldar - 3000pts
Imperial Fists - 1500pts
Daemons of Chaos- 2000pts

Yeah, the Elite chaplain is almost never worth it compared to taking either more DC, more power weapons in the DC, or leading with a Librarian.

The Reclusiarch can be a good choice, though, if you're taking him as a solo HQ. That way you're only paying 30pts over the cost of the cheap Librarian, you still get a unit enhancing ability (which can't be stopped by a Rune Priest, Farseer, or Shadow in the Warp), and you get a tougher character for challenges and stuff, who's pretty amazing at killing non-MEQ stuff.
