So if you are in area terrain- You get a cover save-OR if you pop smoke. Right.
1.But if a unit is behind a rock- not in area terrain do the get cover saves against lightning?
2.Do vehicles get cover from being obscured by a "rocK" - i mean a part of the vehicle hull is obscured but not from all points of view

You only get cover that is not base on LOS. Being obscured by being behind a rock doesn't cut it.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

We treat it as coming from above, so no cover from a rock in front of you, but you can get cover from stuff above you (or things like smoke and area terrain). That's not really based on RaW, but that wasn't your question.

It is not a shooting attack: It doesn't target nor have a firing model. Thus it is impossible to say where the lightning is coming from. This means cover saves based on a model being partially (or totally for that matter) obscured in some fashion cannot be applied.
Cover saves that work regardless of the LOS of the models involved still work fine however. (area terrain, cover saves granted by wargear and/or special abilities, etc)

Strange that you'd get a cover save from standing in a wood. You're far more likely to die if you stand under a tree during a lightning storm...

The FAQ only says you don't get stealth or shrouding from nightfight.
