Anyone got some ideas? My newly formed Chapter severely dislikes vehicles believing they corrupt the Warrior spirit within. So naturally I am going to use absolutely minimal vehicles. right now I have a battleforce and librarian in addition to a dread, 2x Tac squads. and termies and captain

Have you considered Bikes?
Bikes seem like they would give your chapter mobility without going against your fluff.
You just need a Captain on a Bike to make Bike squads troops.

Well, I was going to be heavy ranged, I don't even give Sergeants CCW, I figure based on my battle doctrine an extra bolter to double tap into an advancing horde is more useful than a single extra attack. Also, I will rely upon jump squads to harry the enemy flanks, or at least to tie up devastator or equivilant in melee (My favorite tactic noone like their hard hitting ranged dudes being tied up in melee)

Bikes are actually good at ranged. Not particularly long ranged but short ranged.
they use their speed to get in close, deliver a kill shot, and then extract themselves.
You don't need to be bike focused, but Bikes can help alleviate the mobility problems a foot list will have. it will give you mobile plasma or melta as a rapid response force to support your main gunline.

Psychic powers are never something to rely on, especially one as inconsistant as Gate. A mishap will see the unit put into reserves, or worse, destroyed. And even if things go good, you may still lose a member of the squad.
And one unit isn't going to cut it. You always want redundancy in case something bad happens.
Bikes will give you more reliability along with greater speed and firepower. A full Bike Squad with Attack bike can have 2 melta-guns/plasma guns and a Multi-melta or Heavy Bolter, plus all their standard TL-bolter shots.

If this were 5th edition rules, that would be really hard. However, being 6th, you might be able to get away with it. First off, even if you are not using vehicles, you are going to want some way to move fast. Bikes, jump packs, or drop pods are a few of the options. If you are using a mostly static army, you can take a few tips from how the infantry was trained to operate back in the day: "Fix'em, Flank'em, Finish'em" was an old alliteration used to describe simple infantry tactics. Basically, when fighting a unit in cover, you want to pin them in place with a continuous barrage of fire, thus "fixing" them in place. With a small maneuverable element, you would then advance to a position in which their cover no longer offered them an advantage. This is called "flanking". Lastly, the flanking team would catch the hapless enemy in a crossfire, ending the engagement. How does this translate to 40k? If you want to do a gunline, you need a few things: Fixers, or Anchors- These guys have the weapons and the firepower to hold positions. Either through heavy weapons like lascannons, that take up a position and then do not move, or by fortifications with their own weaponry, you will need these guys to deny the enemy freedom of movement. Make them pay for every advance they try to make. They need to be durable to a degree, as they will make for priority targets. They also need to have decent range, to increase their area of denial. Flankers- Manueverable squads, these guys need to be able to fire on the move. If able, they need to have some advantage that lets them get to where they want to go at a faster rate. Deepstriking, Drop Podding, Mechanized Transports, Bikes, Jump Packs... these all aid in their role. They also need to be able to inflict a decent amount of damage, so these squads should have special weapons appropriate to their role. For anti-infantry, flamers work decently, or Plasmaguns if they are TEQ hunters (TEQs being anything with good armor saves). For anti-tank, plasmaguns can work for light tanks but you will likely want meltas for the extra short-range punch that can cripple any tank they meet. Support- Anything that can add to the effectiveness of either of the above types would go here. Things like a techmarine, a Librarian with Null Zone, or even the Sgt of a Devastator squad with his targeter can be included here. Ordnance weapons also kind of fit in this type, as they are not made to take a lot of fire like your anchors are. Support should be taken only as filler (or to meet a requirement, such as a Librarian to fill the HQ slot), as the bulk of your forces should be direct-combat choices. I utilize a similar theory with my Deathwing army that I run: I use Assault-cannon or Cyclone launcher terminator squads as anchors. I then use terminators with Hammers and Stormshields or Heavy Flamer terminators as flanking elements. Stormtalon gunships or bike squads make for good support flanking elements, while a librarian or a chaplain make for good force multipliers. Hope it helps give you an idea of how to put together your gunline!

Totally forgot fortifications.
You will want to pick up an Aegis defense line. its cheap cover you get to place yourself, and for a few extra points you can another heavy weapon(that needs a gunner but whatever)
This heavy weapon is also an AA weapon so you arn't hosed if Flyers show up.
Eventually, you may want to consider a Fortress of Redemption. Its big, its cool, and its really good for its cost. it comes with a TL-icarus lascannon and a Fragstorm missile launcher. And you can give the missile launcher Krakstorm missiles and give the fortress up to 4 heavy bolters for a few extra points.
Fragstorm is basically a large blast Frag missile and Krakstorm is a large blast krak missile.

Automatically Appended Next Post: Also, FoxPhoenix, I am a USMC Infantryman lol, I know all about warfare tactics, this also may have a good influence on why I want infantry based army. Haha, but you do have good ideas. RIght now I have a few meltas, and plasmas with 2x missle launchers, I dont want to buy a dev squad just because its expensive, do you know where to get some Hvy weapons cheap?

Correct, Black Templars don't like Psykers.
As for the Aegis, it is useful because there are quite a few weapons capable of penetrating SM armor. If you ever face an ordinance heavy IG armor you will come to appreciate the cover save.
As of the FAQ, battlements give a 4+ cover save. Aegis Defense Lines also give a 4+ because thats what their rules are.
You can also go to ground behind an Aegis Defense line and make it a 2+ cover. might be useful if you ever get in a real tight spot.
Another unit you will want are Terminators. Both regular and assault.
Regular terminators should have maxed out Clyclone missile launchers and maybe 1 chainfist per 5 guys. They put out alot of anti-infantry firepower and decent anti-tank.
Assault Terminators are the hard counter to any deathstar unit. And they kill just about everything else too.

Terminators are cheap new considering how many points they are and how they havn't had a price increase in years. They're even cheaper online.
Look on Amazon or E-bay. Terminators are very common items.

Try looking for " AOBR Terminators" or "Assault on Black Reach Terminators" for generic terminators. They are of the snap-fit variety, but you might be able to snag them on the cheap from Ebay.
If you don't mind Dark Angel iconography (swords and wings) you can buy squads of the Dark Vengeance terminators (still snap-fit, but a little bit better sculpts, and come with a terminator with an assault cannon) for about 15-20 dollars.
And I props to a fellow infantryman. I was an 11-C in the Army
