It appears that a skimmer that moved Flat Out no longer automatically kills the passengers if it is then destroyed.

Anybody care to counter that? Please include a page reference.

Yup. But can't really be abused, because Tank Shock and Ramming now can only be done in the movement phase. I think their old worry was that players would use their Fast vehicles as missiles to get far longer than normal move + disembark & charge. Now that's not a concern anymore.
