Would it be possible as of right now to put a power sword/axe on a chaplain/reclusiarch?? Rule says that his weapon is a "rod of office" it's a "power weapon" and the rules for power weapons says to look at the model to tell what rules to use. So couldn't I just build a power axe/sword chaplain?

Not in blood angels, space marines or space wolves armies. The FAQ has made it clear that it's a maul.

That being said it may be possible to purchase another power weapon for the chaplain. You'd have to check the wargear options. I doubt it though.

So the C:SM entry for chaplians doesn't list a Crozius in their wargear?

I think only BA can buy close combat weapons for the Chaplain equivalent.

Black Templars differ from this. I can select weapons from the armory to upgrade... ie: SS, or dual LC for my chappy.
